Here is my preferred list of smartphones that you could get under 10000 Indian Rupees in India as of August 2020. These smartphones are from brands like Redmi, Realme, Samsung, Motorola, and Infinix.
I have tried to put out some genuine and list of smartphones under 10000 rupees in India. 
Some of the smartphones are with 4GB of Ram and 64GB of storage under 10000 rupees in India. This smartphone has a decent camera and the good thing about these smartphones under 10000 is that they have 5000mah Battery.

Best Smartphone to get without any thinking. Just make sure you know details about the sale date. This the perfect smartphone you could get under 10000 in India as of August.

  • Other - Supports Dual VoLTe, Dual Sim Slot with SD card slot, Fingerprint                 Scanner.

Decent phone but can't compete against the Redmi 9 prime. Good for moderate usage. I haven't mentioned Realme C3 as it makes no sense to mention it if I have already mentioned Realme Narzo 10A.

  • Screen - 6.5 inch HD, 270 PPI, IPS LCD, Waterdrop notch, Splash Proof.
  • RAM and ROM - 4GB and 64GB for 10000 Rupees
  • Battery - 5000 mah, Type Micro USB.
  • Other - Supports Dual VoLTe, Dual Sim Slot with SD card slot, Fingerprint                 Scanner.

Lags in case of the processor. But will give the best software experience in this price segment. UI has no ads at all and close to the stock android experience.

  • Processor - Snapdragon 439, octa-core.
  • Camera - 13+ 2 MP Back, 8 MP Front Camera, Led Flash.
  • Screen - 6.22 inch HD, 270 PPI, IPS LCD, Waterdrop notch, Splash Proof.
  • RAM and ROM - 2GB and 32GB for 7499 Rupees
  • Battery - 5000 mah, Type C.
  • Other - Supports Dual VoLTe, Dual Sim Slot with SD card slot, Fingerprint                 Scanner.

Lags in case of the processor. But will be the most compact phone, best grip, and in-hand feel. Quite sturdy design. Suitable for people who need it for basic usage but need a long-lasting phone.

Since due to lockdown most phones aren't available so haven't mentioned them. I Will update when they become available. 
I haven't just listed phones like Realme C15 or C12 as it's better not to buy them instead of buy Narzo.
My Pick would be Redmi 9 Prime and Moto G8 Power Lite for its Software experience.
